Summary:
“Downloading from iCloud stuck” and “Uploading to iCloud stuck” in Finder gets stuck for days and there is no obvious way to make it work.

Steps to Reproduce:
1. Enable “Store in iCloud” and “Optimise Storage”
2. Let it sync
3. Use for days/weeks.
4. Gets stuck. “Zero KB” of “109.7 MB”.

Expected Results:
Uploading and downloading should work seamlessly barring connectivity.
