Mac OS X 10.12.1: Finder does not show all normal files

Summary:
Finder will not display newly create normal (i.e. non-hidden) files until machine is rebooted, or Finder relaunched (via CMD+OPT+ESC)

Steps to Reproduce:
1. Create screenshot with default settings
2. Look for screenshot on Desktop (can see it by performing `ls` on ~/Desktop)
3. Relaunch Finder, screenshot appears.

Expected Results:
Naturally, newly created (by any means), normal files should should up instantaneously in Finder.

Actual Results:
Newly created files are not visible in Finder until a relaunch is performed.

Mac OS 10.12.1 (16B2555)

Notes:
I just attempted to recreate the issue and it did occur, however I am not sure what relevant logs you need for me to provide to show.

Configuration:
It is not constant, however, it occurs more often than not. For a short time after a reboot or relaunch, it acts as expected.

Apple engineering is still working with me on this radar, but a resolution has not yet been found.

Workarounds:

Relaunch Finder or Create a new folder in the directory where files are not appearing, then, delete the folder. Items appear.
