Currency symbol going to the wrong side of the value in Hebrew

When setting the currency with the NSNumberFormatter the shekel symbol is on the right side but should be on the left side for a right to left language.

Steps to Reproduce:
Use the NSNumberFormatter with `stringFromNumber` to get a number with the currency symbol for ILS. The shekel symbol should be on the left side of the number but is on the right side.

Expected Results:
 The shekel symbol should be on the left side of the number.

Actual Results:
 The shekel symbol is on the right side of the number.
