Summary:
Tabs that have been in the background for a while (i.e. they're open, but not clicked on) crash due to an error opening a metallib when opened. Attached is a crash log.

Steps to Reproduce:
1. Open a tab in Safari
2. Open a bunch more
3. Wait a while
4. Go back to the tab

Expected Results:
No crash

Actual Results:
Crash
