Engineering has the following feedback for you:

OK, maybe I misunderstood what's happening. The line: $ /Applications/Xcode.app/Contents/MacOS/Xcode -installComponents

just runs Xcode far enough to install packages and then quits cleanly. I see we have another flag which is 100% equivalent: -quitAfterFLE (first launch experience). These flags are intended for System Administrators to be able to quickly accept the license agreement and install packages so that command line tools or Xcode Server can run without attention.
