Summary:
Calling HTTPCookieStorage.setCookies(_:for:mainDocumentURL:) crashes with the second parameter (url) having a nil value results in a crash. The second parameter is optional. It should either not be optional or not crash

Steps to Reproduce:
1. Call HTTPCookieStorage.setCookies(_:for:mainDocumentURL:) with second parameter nil

Expected Results:
No crash

Actual Results:
Crash (bad access)
