Selecting 'Delete items after import' in Photos does not delete items from camera

Summary:
When importing photos into Photos from a camera, selecting 'Delete items after import' from the Import screen does not result in photos being delete from the camera after the import.

Steps to Reproduce:
1. Connect camera to Mac.
2. Open Photos, go to Import Screen.
3. Select all photos.
4. Check box for 'Delete items after import'.
5. Import photos.

Expected Results:
Photos should be deleted from camera.

Actual Results:
Photos are still on camera, and still appear in the Import screen.
