Can't drag from Photos to Photoshop

Summary:
Can't drag an image from the Photos app's library to open in Photoshop for editing. Dragging an image from Photos to any other app doesn't work for that matter, e.g. Preview.

Steps to Reproduce:
1. Open Photos
2. Drag a photo from there to the Photoshop icon on the dock

Expected Results:
Photo should open in Photoshop

Actual Results:
Nothing happens

Photos Version 2.0 (3130.0.240)
mac OS 10.12.2 (16C67)

Configuration:
Occurs on MBP mid-2015 15" 2.2Ghz
