Bug Reporter occasionally has a redirect loop when logging in.

Summary:
I'm unable to access Bug Reporter at times because the login page causes Safari Technology Preview to get stuck in a redirect loop. This issue does not happen in other browsers (including Safari) or in Private Browsing. Attached are screenshots of the issue.

Steps to Reproduce:
1. Try to login to Bug Reporter.

Expected Results:
Logged in successfully.

Actual Results:
Can't log in.

Notes:
This has already been reported to Developer Program Support as case #100119861115 and #100124412602.
