Summary:
Apple Remote Desktop - Non admin can control remote machines after restricted in preferences

Steps to Reproduce:
-Go to Remote Desktop menu>Preferences>Security>non-administrator using this application have:
- clicked on : Access restricted  to the following features:
- Unchecked: Control, 
- Checked: Observed
- On the Machines list, When non-admin user right click and the control menu still enable and they able control the remote machines

Expected Results:
- Control menu on the right click menu must disable or Cannot do the right click

Observed Results:
The non-admin users still can control the remote  machine when they right click and choose Control menu.
