Cannot upload anything to iCloud Photo Library or My Photo Stream

Summary:
All of my iOS devices cannot ever upload one photo to iCloud Photo Library since iCloud Photo Library. My Photo Stream is enabled and not working either.

Steps to Reproduce:
Enable iCloud Photo Library

Expected Results:
Photos should be uploaded when connected to Wi-Fi

Observed Results:
No photo is uploaded; they are not appearing on any other device of the same account. The number in "Uploading xxx items" increases with new photos.
My Photo Stream is enabled too but seems not working either.

Version:
Across multiple iOS versions from 10.0 to 10.3.2

Notes:
iCloud Apple ID: [redacted]
Have different Apple ID in iCloud and App Store.
