Xcode Keyboard Shortcuts don't work

Summary:
cmd / to comment/uncomment doesn’t work.

Steps to Reproduce:
Highlight a line or multiple lines, cmd + /.
Editor | Structure | Comment(Un) Selection is disabled

Expected Results:
The keyboard shortcut to work and the menu item not to be disabled.

Actual Results:
Disabled

In Terminal: sudo /usr/libexec/xpccachectl

Reboot your system.
