Xcode 8.3.3 is not available on Downloads for Apple Developers at https://developer.apple.com/download/more/ breaking some community tools.

Steps to Reproduce:
1. open https://developer.apple.com/download/more/
2. Be surprised that Xcode 8.3.3 is missing
3. CMD+R
4. Goto 2

Expected Results:
Be delighted to see Xcode 8.3.3

Observed Results:
Xcode 8.3.3 is missing
