3D Touch on left screen edge fails to open App Switcher

Summary:
3D Touch for app switching was great, and now it's missing.

Steps to Reproduce:
1. Unlock iPhone and hold it in portrait orientation.
2. Press hard on the left edge of the screen.

Expected Results:
The current app or Home Screen should transition to the App Switcher.

Actual Results:
Nothing happens. iOS treats me like a stranger accosting it on the street. It won't even make eye contact.

Regression:
Observed always since iOS 11 beta 1.
