Notifications shouldn't require the device to be unlocked to be opened

Summary: Since iOS 11, the notifications require the device to be unlocked to be opened. Steps to Reproduce: 1- Lock your device 2- Get a notification 3- Tap the notification Expected Results: The lock screen should appear, asking for your code or Touch ID. Actual Results: iOS asks you to unlock first. Version: 11b2 Notes: This is even more cumbersome on iPad.
