"Show volume in menu bar" setting not remembered across restarts

Area: Preferences Summary: The "Show volume in menu bar" setting (in System Preferences>Sound) appears to reset to "true" after restarting. Attached is a sysdiagnose taken after restarting and changing the setting back to "false". Steps to Reproduce: 1. Uncheck "Show volume in menu bar". 2. Restart. Expected Results: The setting is preserved across boots. Observed Results: The setting is reset to "true". Version: macOS High Sierra 10.13 Beta (17A291m) Notes: Configuration: Early 2015 MacBook Pro with Retina Display running macOS High Sierra 10.13 Beta (17A291m)
