`PackageDescription` should be importable in Playground for Xcode 9.

Summary:
It will be helpful for writing `Package.swift`.
Steps to Reproduce:
1. Create Playground on Xcode 9
2. Add following code in Playground Page
```swift
import PackageDescription
```
Expected Results:
3. No error would be produced by Xcode 9
Observed Results:
3. Following error was produced by Xcode 9
Playground execution failed:
error: PlayNow-20170712.playground:3:8: error: no such module 'PackageDescription'
