Web documentation should show API changes between first and latest beta of a release

Summary: Web documentation currently has the ability to show API changes between: - The first stable release of the latest stable major version of Xcode and the latest beta (8.0 and 9b4, as of now) - The latest stable release and the latest beta (8.3 and 9b4 as of now) Having the option to see changes between the current beta and the first beta for the same release (so 9 beta 1 and 9 beta 4 as of now). This would make it much easier to scan the docs in order to check for any changes made during the beta process itself, and also to see if any filed bugs have had changes.
