Filter tool leaves gaps in the sidebar

Summary:
Invoking the filter tool will cause the correct results to show up, but there will be gaps between the its (or, alternatively, there are no gaps but the boxes for the items are sized incorrectly so it appears that way). See attached screenshot.

Steps to Reproduce:
1. Have a couple radars requiring your attention.
2. Click the filter tool to apply the Attention filter.

Expected Results:
There are no gaps.

Observed Results:
There appear to be spaces between radars.
