The lock screen doesn't use 24-hour time

Summary:
I've set my computer's time format to 24-hour time, but the lock screen doesn't seem to respect this setting.

Steps to Reproduce:
1. Set the time format to 24-hour time in System Preferences.
2. Lock the computer.

Expected Results:
The clock in the top right uses 24-hour time.

Observed Results:
The clock in the top right uses 12-hour time with no AM/PM indicator.

Same situation here

MBP TouchBar 2016, macOS 10.13 High Sierra, system clock seems to ignore 24-hour switches in both "Date and Time" and "Languages and Regions" preferences panes.

Displayed date also seems to ignore preferred system date format; in fact, it acts somewhat weird depending on the selected region and calendar (Gregorian, Japanese etc.)
