What's What's New in macOS High Sierra's "Show" button does nothing

Summary:
The "What's New in macOS High Sierra" notification that pops up from time to time has a button that presumably is supposed to show something new in macOS High Sierra. Unfortunately it appears that this button does nothing.

Steps to Reproduce:
1. Wait until the "What's New in macOS High Sierra" notification pops up.
2. Click "Show".

Expected Results:
Some sort of presentation of what's new.

Actual Results:
Nothing.
