Media restriction payload country list is limited

Summary:
We are an MDM Vendor and some of our mutual customers in Europe are complaining that their country is not in the list of countries in the Media restriction payload.
Profile Manager and Apple configurator have a limited list, and the profile reference guide even does not mention the list.

Steps to Reproduce:
Create a Restriction Payload, go to Media

Expected Results:
The list of countries should support all countries where Apple has an app store

Actual Results:
only a few countries are listed
