iOS 11 screen recording can not observe "captured"

Summary:
iOS 11 new property "captured" of UIScreen can not be observe correctly.

Steps to Reproduce:
1. Open the demo application
2. Double click home key to open Control Center
3. Start to screen recording
4. Back to demo application
5. The state label will show recording state (Should be "Recording")
6. Double click home key to open Control Center
7. Stop screen recording
8. The state label will show recording state (Should be "Not recording")

Expected Results:
KVO (captured) should be fire.

Actual Results:
It usually trigger state change once, but actually it didn't work.
