Turning Airplane mode off activates the Bluetooth disregarding its previous state

Steps to Reproduce:

- Turn Airplane mode off
- Turn Bluetooth off
- Turn Airplane mode on

Expected Results:

Bluetooth should remain off.

Actual Results:

Bluetooth automatically turns on.

How are you turning bluetooth off? From control center?

Control Center no longer turns bluetooth off, it just temporarily disables connections via bluetooth.

The behavior of the Bluetooth & Wi-Fi icons in Control Center has changed in iOS 11.

In iOS 11 and later, when you toggle the Wi-Fi or Bluetooth buttons in Control Center, your device will immediately disconnect from Wi-Fi and Bluetooth accessories. Both Wi-Fi and Bluetooth will continue to be available, so you can keep using these important features: AirDrop, AirPlay, Apple Pencil, Apple Watch, Continuity features such as Handoff and Instant Hotspot, Location Services

If Bluetooth is disconnected via Control Center per the above, you won’t be able to connect your iOS device to your Bluetooth accessories until you re-enable Bluetooth in Control Center, manually connect to a Bluetooth accessory in Settings > Bluetooth, restart your iOS device, or wait until 5 AM local time, or Airplane mode is turned off.
