APNS throwing 429 TooManyProviderTokenUpdates

Summary:
This morning around 10:49 AM, a couple of our production servers have started receiving 429 TooManyProviderTokenUpdates from APNS.

This is only happening on a subset of our servers, and re-provisioning new ones doesn't fix the issue. We are using .p8 based authentication, and we're rotating jwt tokens every 59 minutes.

Steps to Reproduce:
Send a push notification using .p8 auth from an AWS based server.

Expected Results:
The push notifications are delivered.

Actual Results:
APNS returns 429 TooManyProviderTokenUpdates.

May I know what timezone are you in? I saw 429 in our product since 10/3/2017 13:45 PST. Let's check if time matches.
