When XCBuild fails with build system errors, they are not surfaced in the issue navigator

Summary:
When XCBuild has a failure for something like:

```
error: unable to open dependencies file (/Users/ksmiley/dev/re-lyft-ng/build/Intermediates.noindex/Lyft.build/Debug-iphonesimulator/LyftMap.build/Objects-normal/x86_64/LyftMap_dependency_info.dat)
```

The failure is not shown in Xcode's issue navigator

Steps to Reproduce:
1. Build fails with build system error like the one above

Expected Results:
The error is surfaced in Xcode's issue navigator

Actual Results:
The error is not surfaced and you have to go to the build log to see it

Xcode 9.0 (9A235)
