Xcode Editor overscroll is ugly and can't be disabled

Summary:
When scrolling to the bottom of a file in Xcode 10, the last line is scrolled all the way to the middle of the screen. This lets me believe there are empty lines below the last line. If this is actually a "feature", it is ugly and I don't like it at all. To the very least, there should be an option to disable it.

As you noticed, there’s a configuration option for this feature. It’s enabled by default for popular reasons, as well as for discoverability. We anticipated there will be people who do not like it, and that’s why we provided a configuration option. We are now closing this bug report. If you have questions about the resolution, or if this is still a critical issue for you, then please update your bug report with that information. Please be sure to regularly check new Apple releases for any updates that might affect this issue.

I noticed there's actually a setting to disable this. I'd like to advocate for the default setting to be "None" since this is the default in any other Mac app handling document.
