UIDocumentBrowserViewController show show the default WebDAV provider visible in iWork applications

Summary:
iWork applications show a WebDAV file provider in the sidebar. This provider would be useful for other applications utilizing UIDocumentBrowserViewController, so we’re requesting for it to be made available system-wide. 

Steps to Reproduce:
Open PDF Viewer by PSPDFKit. Look at the available locations. There is no WebDAV provider available by default. Compare this with iWork Pages. A WebDAV provider is available there by default. 

Expected Results:
The WebDAV provider would be available in app UIDocumentBrowserViewController applications. 

Actual Results:
The WebDAV provider is only available in iWork applications.
