Screen Time and App Limits should treat associated app-site as the same unit

Summary:
If an app has apple-app-site-association file (configured for Universal Links, Handoff or Web Credentials), it should be seen as single unit for Screen Time and App Limits.

Steps to Reproduce:
Use Facebook app and it's website on Safari. 

Expected Results:
Open Screen Time, can see Facebook app and facebook.com grouped as the same tracking unit. This also apply to App Limits. 

Actual Results:
Facebook.app, facebook.com, m.facebook.com are treated as different units in Screen Time.

Notes:
In beta 4 user can group multiple apps for in App Limit, but why can't add website there?

Engineering has provided the following feedback regarding this issue:

In the current builds, Facebook.app, facebook.com and m.facebook.com should be treated as a single unit in Screen Time as the you expect.
