Notifications cannot be dismissed from Notification Center when two app use the same notification identifier

If two applications post a notification with the same identifier using [UNNotificationRequest requestWithIdentifier:content:trigger:] API, then only one of the applications is able to dismiss its notifications, the other one is not able to dismiss its notification neither programmatically nor manually using Clear button in the notification.
