Please stop filling up Apple's bug reporter with requests to gain information about users' passcodes. Apple will never let developers have any access to that. The idea is ridiculous at best, and every time you send Apple another one of these requests, you take away time they could be using on legitimate bugs.

This seems like a perfectly legitimate request. File encryption on iOS is tied to whether a passcode is set. In order for your app to make reasonable decisions about whether to store potentially sensitive data on the file system, you need to know whether encryption is actually active.

Remember that some enterprise apps can be run on any end-user's device, and the app needs to take reasonable measures to ensure that data shared between the end user and the enterprise is protected. For apps that are only storing personal data, sure, it's up to the end user to decide whether to put their own data at risk.
