There should be a way to let the user set a passcode from within an app

Especially for applications that let the user manage sensitive information it would be great to give the user the chance to immediately set a passcode from within the app (by e.g. bringing up a modal dialog with the corresponding settings page) and then letting the app know if the user has set a passcode afterwards

If you mean allowing passcode locking of a certain app, that's already possible. Check out AirSharing. That app does what you're describing here. Now, if you're talking about the user's system-wide passcode for their device, NO. That will NEVER happen and never should. It would be a major security problem.
