Applications code signing in the AppStore are signed with an expired certificate. More precisely, the “Apple iPhone OS Application Signing” certificate expired last Friday 2023-07-21 at 14:59:26.

Cert now updated
It seems that finally Apple renewed the certificate. Hence new app uploads will not be affected by this issue. Nevertheless, no feedback from Apple yet.
