Safari bookmarks stopped syncing to iOS 10 from iCloud

Sometime in the last few months my Safari bookmarks stopped syncing to either of my iOS 10 devices.  I eventually got desperate enough to try the usual FAQ last resort of deleting all bookmarks from my iPad, and then reenabling iCloud sync for it.  That didn’t help, and now I have no bookmarks on it, and the bookmarks on my iPhone are months out of date.

MacOS BS issue was an ACL problem

This (and a lot of other problems) seem to have been caused by spurious access-control lists (ACL), apparently created when I used Migration Assistant to copy data from a 10.14 partition to my clean installation of MacOS BS. I managed to fix most of the problems with chmod -a (see https://wiki.keyboardmaestro.com/Troubleshooting#Preference_Write_Failed for what I did), but this failed for ~/Library/Safari/:

~ % sudo chmod -R -a "everyone deny delete" …/Library/Safari/ Password: chmod: Failed to set ACL on file '…/Library/Safari/': Operation not permitted chmod: …/Library/Safari/: Operation not permitted

Somewhat to my surprise, I was able to fix the ACLs by moving ~/Library/Safari/ in the Finder, running chmod on it there, and then moving it back.

Also now happening on my sacrificial machine after I created a new partition and migrated from 10.14 to 10.13.6 17G14042.
