Summary:
Dear Interface Builder builders,

I'd like a way to keep the floating Library window open without having to hold option. You could add a checkbox that, when on, keeps the window open.

Implemented in Xcode 10 beta 4: hold option while opening the library, or hold option while dragging and it'll stay open after.
