Full Keyboard Access focus trapped when asked to save password in Keychain

On any app that has a login with a password field, logging in will trigger an iOS (and iPadOS) system prompt to ask whether this password should be saved to Keychain. But when Full Keyboard Access is on — an accessibility mode that should allow controlling the device without touch — the prompt is inaccessible with the keyboard. The only way for customers to resolve it is either tapping on one of the options or tapping on the screen to allow the keyboard to focus on the prompt. Neither of these options are appropriate for accessibility customers who may have physical difficulty touching the screen.

1. Turn “Full Keyboard Access” on in iOS Settings > Accessibility > Keyboards
2. Open any app that has a login with a password field and log in by manually typing valid account credentials that are not already saved in Keychain. Ensure to use a keyboard to select and action on the login button.
3. Observe prompt “Would you like to save this password in your Keychain to use with apps and websites?” with “Save Password” and “Not Now” options.

Expected: Keyboard focus environment should be visible and the two options should be actionable.
Actual: Cannot take any action from this screen using only the keyboard.
Note: This doesn’t seem to be a problem with other prompts.
