Xcode Warnigs & Errors missing in Issues Naviagor and inline

The inline errors/warnigs are missing as are the Issues Navigator pane. If I build a project they briefly appear in the Issues Navigator and also inline then disappear. I have tried reinstalling the OS, reinstalling Xcode, killing all Xcode preferences, containers, and Developer folder in the Library to no avail. Also tried using a new user account.
